Pairing of telematic cash registers and POS systems starting January 1, 2026

Provision no. 1025 was published on October 31, 2025. 424470/2025, with which the Revenue Agency implements the integration between the payment registration process and the electronic payment process, established by the 2025 Budget Law (Article 1, paragraphs 74-77 of Law 207/2024), which will become effective starting January 1, 2026.

Connection modes

The solution adopted by the Revenue Agency, which, as stated in the press release issued following the issuance of the provision, is “the result of discussions with trade associations,” does not require a “physical connection.” Obliged entities must use the web features available in the reserved area of ​​the “Invoices and Payments” portal.

The connection is established, using the methods described above, directly by the obligated parties, or through a person delegated to the “Accreditation and Registration of Devices” service of the “Invoices and Fees” portal, pursuant to Provision of the Director of the Revenue Agency No. 375356 of October 2, 2024, as amended.

If the electronic storage and electronic transmission of daily fee data are performed using the web procedure, the connection is established by the obligated parties using the appropriate features made available in the same web procedure.

Connection Deadlines

For obligated parties for which a Concession Agreement is in force in January 2026, the connection must be established within forty-five days from the date of availability in the reserved area of ​​the web service, which will be announced with a specific notice published on the Revenue Agency website.

Once fully implemented, however, registration of the first association or any changes must be completed “from the sixth day of the second month following the date of actual availability of the electronic payment instrument and by the last working day of that month.” Saturdays are considered non-working days.

In order to ensure a gradual implementation of the obligation, for electronic payment instruments for which an agreement is in force between the obligated party and the payment service provider in January 2026, a deadline of forty-five days is established, from the date the aforementioned web service is made available, to register the connection between the two instruments in the system.
